The Role
The Researcher: CoGTA (Cooperative Governance and Traditional Affairs) will provide strategic research and analytical support to Parliamentary Members and Committees engaged in oversight, legislative, public, and international participation functions. The role also includes delivering specialised research services to Senior Management. A key focus will be on provincial and local government policy, intergovernmental relations, cooperative governance, and supporting the legislative and oversight work of the National Council of Provinces (NCOP).
Requirements
Minimum Educational Qualifications:

Matric (Senior Certificate)

Honours Degree (NQF Level 8) in one of the following or a related field:
-
Public Administration
-
Political Science
-
Public Management and Governance
-

A course or qualification in Intergovernmental Relations will be an added advantage
Experience:
-
At least three (3) years’ relevant applied research experience focused on provincial and local government policy or cooperative governance
Knowledge and Skills:
-
In-depth understanding of the legislative and policy framework regulating local and provincial government in South Africa
-
Strong knowledge of intergovernmental relations, including cooperative governance structures and mechanisms
-
Familiarity with the Constitutional roles of national, provincial, and local spheres of government, and the mandates of CoGTA

Understanding of the role of Parliament, especially the NCOP, in promoting accountability and facilitating cooperative governance
-
Ability to conduct policy research and analysis that supports evidence-based decision-making

Experience in preparing briefing notes, research papers, and reports for oversight and legislative processes

Excellent verbal and written communication skills

Project and time management skills with the ability to work under pressure and deliver quality outputs
