The Role
The Researcher: Water and Sanitation will provide strategic, evidence-based research support to Members of Parliament and Committees to enhance their oversight, legislative, and public and international participation responsibilities. The incumbent will also offer specialised research services to Senior Management, focusing on developments, challenges, and policy frameworks in the water and sanitation sector. The role aims to support informed decision-making on issues related to sustainable water resource management, infrastructure, and service delivery.
Requirements
Minimum Educational Qualifications:

Matric (Senior Certificate)

Honours Degree (NQF Level 8) in one of the following or a related field:

Hydrology
-
Water Resources Management
-
Environmental Science
-
Environmental Management
-
Environmental Engineering
-
Experience:
-
At least three (3) years of relevant applied research experience in the water and sanitation sector, with a focus on policy, governance, and service delivery
Knowledge and Skills:
-
Strong understanding of the legal, institutional, and policy framework governing water and sanitation in South Africa

Knowledge of integrated water resource management, sanitation systems, and sustainable infrastructure
-
Familiarity with national water-related policies (e.g. National Water Act, Water Services Act) and their implications for governance and oversight

Ability to conduct policy analysis, impact assessments, and provide evidence-based research to support Parliamentary Committees

Strong qualitative and quantitative research skills

Excellent written and verbal communication skills for drafting briefing papers, research reports, and presentations
-
Familiarity with intergovernmental roles and responsibilities in water services provision

Understanding of climate resilience, water security, and infrastructure investment challenges in the public sector

Time management and project coordination skills to deliver high-quality outputs within tight deadlines
