The Role
The Researcher: Planning, Monitoring and Evaluation will provide strategic research and analytical support to Members of Parliament and Committees to enhance oversight, legislative, public, and international participation responsibilities. The incumbent will also deliver specialised research assistance to Senior Management, with a focus on planning, performance monitoring, evaluation, and governance-related matters to support evidence-informed decision-making within Parliament.
Requirements
Minimum Educational Qualifications:

Matric (Senior Certificate)
-
Honours Degree (NQF Level 8) in one of the following or a related field:

Public Management / Public Administration
-
Political Science
-
Public Policy and Governance
-
Developmental Studies
-

A qualification or certification in Performance Monitoring and Evaluation will be an added advantage
Experience:
-
At least three (3) years’ relevant work-related (applied) research experience in the governance or public policy sector, with specific exposure to monitoring and evaluation frameworks and practices
Knowledge and Skills:
-
Sound understanding of the public sector policy, legislative, and institutional frameworks
-
Thorough knowledge of monitoring and evaluation methodologies, frameworks, and tools

Experience with performance indicators, data analysis, and impact assessment in a public governance context

Familiarity with national development planning instruments (e.g., NDP, APPs, MTSF) and parliamentary oversight processes

Strong qualitative and quantitative research skills

Ability to produce clear, concise and well-structured briefing papers, research reports, and performance assessments

Excellent written and verbal communication and presentation skills
-
Capacity to work on multiple tasks and deliver under tight deadlines

Proficiency in analytical software or evaluation tools is desirable
