The Role

The merSETA is seeking a Specialist: Contracts and Compliance to support its strategic and operational goals through the effective management of contracts, compliance frameworks, and regulatory obligations. This role is essential to ensuring that merSETA operates within legal and governance frameworks while maintaining high ethical and compliance standards.

As a key part of the legal and compliance function, the incumbent will be responsible for drafting, reviewing, and managing contracts, monitoring organisational compliance with applicable laws and policies, and advising on risk and governance matters.

Key Responsibilities

• Draft, review and negotiate various types of contracts (service level agreements, MOUs, funding agreements, etc.)

• Ensure all contracts comply with applicable legislation and merSETA policies.

• Maintain a central contract management system and ensure accurate record-keeping.

• Monitor compliance with regulatory, statutory, and internal governance requirements.

• Assist in developing and implementing compliance policies and frameworks.

• Provide legal guidance on contract disputes, regulatory matters, and organisational risk.

• Conduct compliance audits and risk assessments.

• Prepare reports for internal stakeholders and external regulators.

• Stay informed about legal and policy developments relevant to merSETA’s operations.

Requirements

• Minimum Qualification:

  • A Bachelor’s degree in Law, Commerce, Public Administration, or a related field.

  • A postgraduate qualification in Contract Law, Compliance Management, or Corporate Governance is an advantage.

• Experience:

  • Minimum of 5 years’ experience in contract management, legal advisory, compliance, or governance in the public or private sector.

  • Experience in a SETAs, regulatory body, public entity, or the education/training sector will be advantageous.

• Knowledge and Skills:

  • Sound knowledge of the PFMA, Treasury Regulations, and other applicable public sector legislation.

  • Strong legal drafting, negotiation, and analytical skills.

  • Familiarity with risk management principles and compliance frameworks.

  • Excellent attention to detail and ability to manage multiple priorities.

  • Strong interpersonal, communication, and report-writing skills.

  • Proficient in Microsoft Office and contract management software.
